Brown Announces PENNVEST Funding for New Castle Lead Water Line Replacement

April 23, 2025

HARRISBURG – Rep. Marla Brown (R-Lawrence) today announced the Pennsylvania American Water Company will receive more than $9.5 million in financial support through the Pennsylvania Infrastructure Investment Authority (PENNVEST) to replace lead water service lines throughout the City of New Castle. The funding includes a $5.6 million grant and a $4 million low-interest loan.

“This investment will help protect the health of New Castle families, ease the financial burden on ratepayers, and move our community toward a safer, more modern water infrastructure,” said Brown. “I’m proud to support critical projects like this that put the well-being of our residents first.”

The New Castle Lead Service Line Replacement (LSLR) Phase 1 project will replace lead and lead-impacted galvanized water service lines with new lead-free copper lines for approximately 556 households. The project will ensure safer, cleaner drinking water for residents and help the community comply with federal and state environmental mandates. Without this assistance, local water user rates were projected to increase by 66%.

Founded in 1988, PENNVEST provides grants and low-interest loans for the design, engineering and construction of publicly and privately owned drinking water, storm water and wastewater facilities.
