Brown Announces State Funding of Housing Projects in Lawrence, Beaver Counties

HARRISBURG – Rep. Marla Brown (R-Lawrence) today announced $1.3 million in state funding has been approved through the Pennsylvania Housing Affordability and Rehabilitation Enhancement (PHARE) program to support critical housing initiatives across Lawrence and Beaver counties.

“These investments will stabilize our communities, deliver critical repairs for homeowners, and offer safe, affordable housing for veterans,” said Brown. “By addressing both urgent needs and long-term revitalization, we’re building stronger, more resilient neighborhoods. This is a real win for our families. I fully support this initiative.”

The following local projects have been awarded PHARE funding:

• Housing Opportunities of Beaver County - $100,000 to provide emergency repair grants and low-interest loans that address urgent health and safety issues, reduce displacement risk, and increase energy efficiency for homeowners in Beaver and Lawrence counties.
• Lawrence County Department of Planning and Community Development - $200,000 to advance the Countywide Housing Rehabilitation and Blight Removal Program, focusing on revitalizing key neighborhoods by layering public and private investment.
• Don Enterprises Inc. - $100,000 to support the construction of two universally accessible homes in New Castle’s East Side Grove as part of an ongoing neighborhood stabilization initiative.
• Redevelopment Authority of Lawrence County - $400,000 to further support the Countywide Housing Rehabilitation and Blight Removal Program, with emphasis on collaborative investment and property maintenance in at-risk areas.
• Mercer County Housing Authority (serving Mercer and Lawrence counties) - $500,000 to create the Veterans Housing Development Center, which will provide 10 affordable housing units along with vital support services for homeless and at-risk veterans.

PHARE is administered by the Pennsylvania Housing Finance Agency (PHFA) and funded by Marcellus Shale impact fees, realty transfer taxes and the National Housing Trust Fund. The program supports initiatives that promote housing affordability, stability and revitalization across Pennsylvania.
